PROFESSIONAL BIOGRAPHY
Carmeshia Miller is a senior cybersecurity leader, educator, and former United States Army Warrant Officer with more than 20 years of experience spanning cybersecurity, risk management, governance, compliance, federal security, program management, and cybersecurity education. She specializes in Risk Management Framework (RMF), Assessment and Authorization (A&A), cybersecurity governance, cloud and federal security, vulnerability management, and enterprise risk management.
Throughout her career, Carmeshia has led complex cybersecurity programs across the Department of Justice, Department of Defense, Defense Health Agency, and U.S. Army. Her experience includes leading RMF and A&A activities across more than 50 military hospitals and 600 clinics, managing cybersecurity teams and portfolios, conducting enterprise risk assessments, overseeing security authorization packages, and advising executive leadership on cybersecurity risk and compliance. She has consistently translated complex technical and regulatory requirements into actionable strategies that improve security posture, accelerate authorization, and reduce organizational risk.
As a cybersecurity leader, Carmeshia combines technical expertise with strategic program and people leadership. She has led teams of cybersecurity professionals, developed executive security dashboards and key performance indicators, managed third-party risk assessments, and implemented risk-based remediation strategies that produced measurable reductions in vulnerabilities and security findings. Her experience spans frameworks and standards including NIST RMF, FISMA, FedRAMP, HIPAA, CMMC, PCI DSS, ISO/IEC 27001, ITIL, and COBIT.
Carmeshia is also passionate about developing the next generation of cybersecurity professionals. As a Senior Cybersecurity Instructor with Western Governors University, she mentors and coaches students through competency-based cybersecurity programs, helping learners translate academic concepts into practical technical skills and professional certifications. Through her volunteer leadership with Black Women in Cybersecurity and Blacks in Cybersecurity, she designs and delivers hands-on cybersecurity education across red, blue, and purple team disciplines, incorporating real-world threat scenarios, security tools, and industry frameworks.
Her leadership philosophy is grounded in service, continuous learning, disciplined risk management, and developing people. Her military experience as a United States Army Warrant Officer strengthened her ability to lead technical teams, operate in mission-critical environments, make risk-informed decisions, and communicate effectively with both technical professionals and senior leaders.
Carmeshia holds a Master of Science in Information Technology Management with concentrations in Information Security/Assurance and Digital Forensics and a Bachelor of Science in Computer Studies. She holds numerous industry certifications, including CISSP, CISM, PMP, C|CISO, GISP, E|CSA, Security+, CASP, CEH, Network+, and A+.
