PROFESSIONAL BIOGRAPHY
Melissa Frank, PMP, is a program management, cybersecurity, and curriculum-development professional whose background includes nearly 23 years of active U.S. Navy service. She brings experience leading technical teams, coordinating complex programs, developing policy, and translating operational requirements into clear training and professional-development resources.
Her Navy career progressed from Information Systems Technician to Information Professional Officer. She led technical personnel, coordinated workforce development, developed training packages, and oversaw geographically dispersed communications-security training teams. Her experience also includes creating and refining technical manuals, operating procedures, and guidance for mission-critical technology environments.
Melissa’s professional experience includes program management supporting the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency and Joint Cyber Defense Collaborative, security support for Lockheed Martin, and communications exercise planning with Centauri/KBR. Across these roles, she has coordinated stakeholders, improved processes, developed education and outreach materials, and produced user guides, policies, and technical documentation.
At Jakes Technical Solutions, Melissa brings this experience to program management and curriculum development, helping connect technical expertise with practical learning resources and workforce needs. Her strengths include organizing complex information, developing clear instructional materials, maintaining quality, and supporting the professional growth of technical teams.
